Proctor Transfer Station
The Proctor Transfer Station is closed. If you have more trash than will fit in a curb side tote, maroon Proctor trash disposal bags are available at the Town Office for $2.00 per bag. Maroon trash bags can be place with the curb side totes and will be picked up by Casella.
Residents have other options to dispose of trash or recycling on weekends at 3 other nearby collection sites.
Earth Waste Systems Drop-off Center Rutland, Rutland Town, VT (fast trash & recycling) Approximately 3.5 miles from the Proctor Transfer Station. Earth Waste accepts trash, plastics 1-7, cardboard, magazines, newspapers, junk mail, tin & aluminum and glass. The Earth Waste facility is open Saturdays, 7:00 a.m. to 1:00 p.m.
East Coast Rubbish, 292 West Street Rutland, VT (RU999) 6.4 miles from Proctor Transfer Station. East Coast accepts trash, plastics 1-7, cardboard, magazines, newspapers, junk mail, tin & aluminum and glass. The East Coast facility is open Saturdays from 8:00 a.m. to 3:00 p.m.
Rutland County Solid Waste District Regional Transfer Station, 14 Gleason Road, Rutland, VT (RU623) Approximately 8 miles from the Proctor Transfer Station. The RCSWD accepts trash, plastics 1-7, cardboard, magazines, newspapers, junk mail, tin & aluminum and glass. The transfer station also accepts construction and demolition material, bulky items, brush and clean wood, leaves, tires, AC units and refrigerators, electronics, textiles, metals and white goods and household hazardous waste. The facility is open Monday – Saturday from 7:00 a.m. to 3:00 p.m. The Recycling Facility is open Tuesdays, Thursdays and Saturdays from 7:00 a.m. to 3:00 p.m. The Household Hazardous Waste Depot is open Tuesdays, Wednesdays, Thursdays and the first Saturday of the month from April –November from 7:00 a.m. to 3:00 p.m. For Rutland County Solid Waste District price list click here.
The Town has one more HHW Collection Event scheduled on August 30. It will be held at either the Transfer Station or at an alternated location to be announced.
The Selectboard plans to open the transfer station a few days in the spring and fall for disposal of brush and yard wastes. Dates and times will be announced.

Proctor Curbside Trash and Recycling Pick-up
The Town of Proctor contracts with Casella Waste Management for curbside pick-up of household garbage and recyclables. Our agreement with Casella is based on factors that allow waste disposal and recycling to our residents at a very reasonable cost. One 64 gallon trash cart and one 96 gallon Zero-Sort recycling container will be provided to each dwelling and business unit. The 64 gallon trash cart will be picked up every Wednesday and the 96 gallon recycling cart will be picked up every other Wednesday. Although a 64 gallon trash cart picked up every week will offer your household a lot of capacity, we understand that there may be times during the year when you will have more trash generated at your home than may fit into your cart. To handle your overflow trash there will be 30 gallon maroon Town of Proctor trash bags available to purchase for $2.00 a piece. The $2.00 covers the cost of the bag and the associated extra disposal costs the Town incurs when you have overages. We will only be picking up this maroon bag of overflow trash. No other color or type of bag will be accepted. Overage bag program has been initiated by the town to ensure that the additional costs associated with excess levels of waste will be paid by the household generating it rather than the Town residents as a whole. The bags will be sold exclusively at the Town of Proctor office and at the Transfer Station.
For this program to remain cost effective, it is vital that Proctor residents use this service sensibly. The following conditions should be met to ensure that the cost of our curbside service remains economical:
All curbside pick-ups are for Proctor trash and recyclables ONLY.
- All trash and recyclables must be outside by 6:30 a.m. each Wednesday, preferably in protected bins so animals cannot gain access.
- Trash includes typical household garbage - NOT items such as demolition debris, drywall, appliances, or furniture. These materials can be disposed of at the Proctor Transfer Station on Saturdays from 10:00 a.m. to 3:00 p.m.
- Recyclables include tin/aluminum, glass, plastics, cardboard, newspaper, magazines and catalogs. Green recycling bins are available at the Town Offices. Please make every effort to recycle as recycling reduces Proctor's waste disposal costs.
Free E-waste Recycling
Effective January 1, 2011 the Vermont Electronic Waste Law bans the disposal of many electronic devices in Vermont.
The Rutland County Solid Waste District is a registered collector under Vermont’s new E-waste Recycling Program. Vermont’s electronic waste law banned the disposal of electronic waste starting January 1, 2011 and provided for convenient collection of certain electronic waste around the State.
The following entities will be able to drop off some of their electronics for free:
- Individual Households
- Businesses with up to 10 Employees*
- Public School Districts*
- Charities
*Please note that we ask that schools and businesses call the RCSWD main office at 775-7209 to make arrangements before dropping off any electronics. Based on the volume that these entities can produce, the District recommends bringing these items down to the main office. Haulers transporting E-waste from other generators, businesses with more than 10 employees and all others must still pay the standard recycling fees.
The items that the above listed entities can drop off for free include:
- TVs
- Computers
- Computer Monitors
- Computer Peripherals (mouse, keyboard, speakers, scanner, external hard drive, computer speakers, etc.)
- Tabletop Printers (including all-in-one machines that print/fax/scan) No floor models.
What about the rest of my E-waste?
All other E-waste not listed above will still be accepted but there will be a recycling fee that applies. Note: All other E-waste cannot go in the trash and cannot go into the metal pile.
